Opportunity Description

Establishes, executes and manages Operations  projects and programs related to Homeland Security Grants for three (3) rail systems, located throughout New Jersey. Also establishes, executes and manages other IT/Communications/Controls projects for Operations systems.

Job Duties

  •  Coordinate with stakeholders to capture business requirements, create project scopes and schedule(s), document budgets, and assign resource(s) for associated light rail projects.  
  • Act as an interface between sponsor, stakeholders, team members, and vendors for communications/low voltage/SCADA/electrical controls/LED lighting requirements as well as related project/program requirements.  
  • Coordinate with project team members based on expertise and work experience for input of associated systems for Operations Projects.  
  • Based upon stakeholder/user input, design associated low voltage/SCADA/electrical controls systems for (but not limited to) data, video, voice, CCTV, access control, intrusion, etc.  
  • Prepare network diagrams, layouts, elevations, and installation details for project drawings.  
  • Manage risks and issues for project delivery based on staffing (resource) and financial constraints.  
  • Provide construction administration and job inspections at construction site(s) to ensure systems are installed in accordance with drawings, specifications and regulatory standards.  
  • Manage and organize all components of the Homeland Security Grants Projects (aka Transit Security Grant Program – TSGP) in conjunction with Police Department  and Operations personnel. 
  • Solicit proposals and information for future programs and grant projects on behalf of Operations  stakeholders and create baseline project scopes of work with supporting budgets, in compliance with  procurement requirements/standards. 
  • Coordinate with the Director of each system, Sr. Director Capital Projects/Programs and Budget Manager, etc. for the provision for funding in the case that Police Department  does not provide Transportation Trust Funds (TTF) for “In-house” support (generally comes from Operations/Capital budgets). 
  • Perform and/or assist with site visits to create baseline budget for each project per light rail system. 
  • Create the baseline scope of work document with associated budget for Grant Administrator and supervising personnel within Operations. 
  • Formulate the  Project Scope document with all supporting documentation for submission o Create project timeline include Initial Planning Conference (IPC), Kick off meeting, MidPlanning Conference (MPC) and Final Planning Conference (FPC) before the beginning of projects which include installation of equipment onboard Vehicles  and attend all meetings/conferences in preparation for any Drill/Exercise conducted by Operations.
  • Prepare presentations and representations of project information, funding and status and discuss same with stakeholders. 

Education

Bachelor’s or master’s degree in computer/electrical engineering or equivalent.  

Experience & Skills Required

  • Proven ability to provide full-service solutions covering planning, design and specifications development, project management, implementation, and operational support.  
  • Effective communication with business leaders, project stakeholders and team members.  
  • Ability to prioritize tasks and delegate when appropriate to meet deadlines.  
  • Experience with plan review and construction permit processes at NJDCA a plus.  
  •  Experience with preparing schedules, shop drawings and RFI review and response.  
  • Experience with servers, control systems, CCTV Cameras, LED Lightings, logic controllers (PLCs, Micro controllers and Multiplexers) 
  • Rail, FRA and FTA experience a plus. 
  • Minimum 5 years proven track record of project management and designing mid to large scale projects.  
  • Minimum 2 years electrical/communications/controls engineering experience.
